First, I agree with Zak. I offer one refinement on the “commissioning in stages” part. The stages should be levels of cascade. So, you do the step tests for the lowest-level MPC with the DCS control loops closed, the step tests for a higher level MPC with the lowest-level MPC control loops closed ...
